ARTICLE VIII

FINANCE

Section 1 Each Regional Centers shall pay to the Secretariat of WFBY a sum
equivalent to US$150.00 for Ordinary Member and US$50.00 for
Associate Member per annum, due on January first of each year
payable not later than sixty days thereafter for dues.

Section 2 The WFBY shall be empowered to accept contributions and donations
from Regional Centers, Foundation, or whatever sources that are
deemed suitable and in conformity with the objectives of WFBY.

Section 3 The Executive Board shall be required to submit to all Regional
Centers for information and consideration, a budget on an annual

basis covering all incomes and expenditures

Section 4 The Executive Board shall retain an independent auditor who shall
be required to submit and circulate an audited statement to all
Regional Centers at the end of each calendar year. These annual
audit reports shall be submitted to the General Conference for official
approval.

ARTICLE IX
THE GENERAL CONFERENCE

Section 1 The WFBY shall hold a General Conference every two years at such
a place and time and in such a manner as shall be determined by
the EXBO.

Section 2 The President of the WFBY shall chair the General Conference. In case
of the absence or incapacity of the President, the Deputy President
shall assume the Chairman position, if the Deputy President is
also absent or incapacitated, The General Conference shall elect a
Chairman from among the Vice Presidents or the delegates.

Section 3 Each Regional Center in good standing with WFBY shall be entitled
to two official delegates and three official observers and as many
non-official observers as may be allowed by the Executive Board.
