Section 4 In the General Conference, in each and every matter which required
voting, voting shall be based on one country-one vote, irrespective
of the number of Regional Centers in the particular country.
Section 5 There shall be no voting by proxy.
Section 6 All candidates standing for election in any of the position in the
EXBO must be nominated by their respective Regional Centers and
the age of the candidates shall not exceed fifty years old as of the
1 t of January on the year of the General Conference.

Section 7 The Executive Board shall submit to the General Conference a slate
of nominees for the WFBY elective offices. Any further nominations
may be proposed by a voting delegate at the General Conference.
Section 8 The Executive Board shall submit to each General Conference at its
opening a statement of procedures, ground rules, and regulations
for the conduct of that conference.
ARTICLE X
BY-LAWS
By-laws, not consistent with the Constitution shall be enacted and may be
amended by a majority vote of the voting delegates and voting delegates-at large
present and voting at any General Conference of WFBY. Proposed amendments to
the by-laws may be submitted by the Regional Centers to the Executive Board at least
sixty days prior to the opening of the General Conference. The Secretary General
shall send a copy of all proposed amendments to the President of each Regional
Center not later than thirty days prior to the opening of the General Conference.
ARTICLE XI
AMENDMENTS
Section 1 Amendments to the Constitution may be submitted by Regional Centers
and/or the Executive Board at least sixty days prior to the opening of
the General Conference. The Secretary General shall send a copy of
