      naloxone hydrochloride. This bill would instead authorize a pharmacist to furnish an opioid antagonist
      approved by the federal Food and Drug Administration, subject to completion of continuing education
      on the use of opioid antagonists.

      SB 1428 (Archuleta) – Psychological Testing Technicians
      This bill, on and after January 1, 2024, would authorize a person who is registered with the Board of
      Psychology  as  a  psychological  testing  technician  to  administer  and  score  standardized  objective
      psychological  and  neuropsychological  tests  and  observe  and  describe  clients’  test  behavior  and
      responses.  The  bill  would  set  forth  specified  requirements  for  registration  as  a  psychological  testing
      technician, including submitting an application to the board and attesting under penalty of perjury that
      the information in the application is true and correct.

      SB 1033 (Pan) – Health Care Coverage
      This  bill  would  require  the  Department  of  Managed  Health  Care  and  the  commissioner  to  revise
      regulations and develop and adopt regulations establishing demographic data collection standards, no
      later than July 1, 2024. The bill would require health care service plans and health insurers to assess the
      individual cultural, linguistic, and health-related social needs of enrollees and insureds for the purpose
      of  identifying  and  addressing  health  disparities,  improving  health  care  quality  and  outcomes,  and
      addressing population health.

      What’s New at the APA
      •  APA released a statement on firearm violence in the wake of a string of recent incidents resulting in
          the senseless loss of life in Uvalde & Houston, TX, & Buffalo, NY. There have been over 200 mass
          shootings in America in 2022 alone. The statement calls on elected officials to enact common sense
          gun legislation and seeks to reinforce the fact that the vast majority of gun violence is not linked to
          mental illness. You can read APA’s full statement on the preventable public health crisis posed by
          gun violence here.
      •  APA Leadership changes took place at the conclusion of the 2022 APA Annual Meeting in New Orle-
          ans. Rebecca Brendel, M.D., J.D., assumed office as APA President, with Petros Levounis, M.D., M.A.
          now serving as President-Elect. In addition, Adam Nelson, M.D. assumed the role of Speaker of the
          APA Assembly, with Vasilis Pozios, M.D., DFAPA now serving as Speaker-Elect.


      •  APA honored Jim Obergefell with the John Fryer 50th Anniversary Speech Award. Obergefell was the
          named  plaintiff  from  the  landmark  marriage  equality  case  Obergefell v. Hodges,  and  was  presented
          with this award for his courage in promoting equality for LGBTQ+ Americans. You can  read more
