should, in turn, result in a faster rate of progress in what is likely to prove to be more
sustainable development.
It’s almost inconceivable that World Bank, IMF, DfiD/FCDO and others do not already
address the concept of phasing in development projects and the attached 'conditionalities'.
My concerns are that
I can't see any substance to this in over 5,000 published reports, studies, journals, articles
and the like
I can see widespread feedback that strongly infers that 'adjustment' programmes and
'conditionalities' are unrealistic in their expectations
there is a desperate need for a thought through approach to phasing development
the use of a guidance tool to ensure proper phasing of development has the potential to
produce several efficiencies

Globalisation & Osmosis
Globalisation already affects Africa in many ways. Some positive, some not so.
Perhaps the most positive has been the emergence of China 'Development Finance' that so

threatens the major 'zuŋ u aid donor countries. Perhaps the most unhelpful, at least in
the short term, has been the mushrooming of Illicit Finance Flows.
The inter-connected world is here to stay. Globalisation offers an enormous
opportunity to speed up the development of African development.

The more inter-action between Africans and 'zuŋ u, between African businesses

and 'zuŋ u businesses, between African institutions and 'zuŋ u institutions, between
ɡ

African governments and 'zuŋ u governments, the greater the osmosis effect.
