Phasing in Development of Underdeveloped African Countries
Africa has 54 countries. There is no grouping of 54 nations anywhere in the world where
the countries would not have a wide diversity of circumstances.
As set out elsewhere in this narrative, the continent of modern day Africa can readily
be seen as a multi-tiered, multi-layered mosaic. Each layer providing a difference to the
makeup of a locality. And the interaction of the different layers leading to where no two
African governments face exactly the same difficulties. There are very definitely shared
difficulties but each African country has its own unique combination of these.

Key Variables
Key variables are for the most part relatively easy to identify. One example might be
the level of fragmentation in a country.
(The level of fragmentation is likely to be one indicator of the potential for social conflict whenever aid
donors impose 'conditionalities' that 'go too far too soon').
Interactive relationships between Variables
Different variables will clearly interact. And some interactions can be seen to have
the potential to generate a positive impact and others a negative one. The structure
of the guidance tool for phasing development has to ensure that no interactive
variables are allowed to get seriously misaligned.
