Control through Dependency
The actuality might pivot on whether it develops a ‘uniqueness’ that allows African
leaders to see the EU as being ‘independent’ from the USA / USA policy influenced BWI, and
a softer, less ‘threatening’ partner than China and Russia.
The EU has the potential to also breakthrough the negativity Africans hold towards
ex-colonial powers. But less so given the way France, which is very much at the centre of
EU affairs, still holds onto a FrancAfrique approach.

The USA
USA involvement in African matters will continue but will shrink. That process has been
underway for some 20 years or more.
The USA will not fade away. It will still be an important economy. But nation after
nation remembers the bruising they suffered when the USA was at its peak. One of the
reasons why African nations have scrambled towards Chinese ODI (Outbound Direct
Investment) is because it provides African governments some escape from USA
interference. Africa is and will continue to move away from the USA.
The USA is an exemplar of how Empires sew the seeds of their own demise.
Post-World War II, USA's approach to foreign policy paralleled that of the Roman Empire at
its height.
Make your homeland a fortress that no one can attack and use the provinces beyond
as the 'bread basket' to feed your people safely ensconced in your fortress homeland.
Then deliberately fight wars on the edges of your Empire, a long way from your
fortress homeland. These faraway wars will suck out the strength of your enemy and
further diminish their capacity to attack your fortress homeland. And they also provide the
opportunities for wealth creation. Not just in the capture of assets, but also in terms of
new markets and contracts for 'reconstruction'.
And between your fortress homeland and these faraway border wars, create where
you can puppet states, proxy states, and the like. These are a much cheaper way to control
these countries. (And yes, as most of the rest of the world will tell you, the UK is simply one of USA's proxy
states.)
The demise of an Empire comes out of its very success.
