The U.S. occupation of Africa has become self-justifying. The U.S. military now must stay
in Africa to protect the interests of the U.S. military in Africa.

These will continue to haunt Africa. The legacy of a decisive share in voting rights ensures
the USA will continue to dominate Africa. And a USA facing declining leverage elsewhere,
and influenced by if not actually directed by Republican Party oligarchs, will, like some
wounded beast, fight even harder for whatever it can. And so there is little hope of the USA
voting for any meaningful changes in the policies that might in any way undermine their
perceived self-interest.
As the USA goes through decades of domestic adjustment necessary to meet the
needs of the new world economic order in which the USA occupies a much more minor
role, no USA government will willingly give away whatever leverage it has in BWI policy-
making. BWI will continue to provide the platform that so underpins USA neo-colonialism.

American Oligarchs
USA oligarchs are widely seen as the puppet-masters of the US Republican Party.
It’s they who are likely to become a driving force for neo-colonialist policies impacted on
Africa. Their ability to influence USA policy and programmes linked to their own financial
and other resources create a significant potential for adverse interference.
These are not normally the first thing that people think of when discussing neo-
colonialism in Africa. But that is a somewhat limited viewpoint.
