               fore, each step up the skill ladder must include a demonstration

               employee must also maintain a good record of punctuality, at-
               tendance and productivity on the job.

            4.  The Muslim religion permeates a Saudi Arab’s life. Everything
               is due to Allah. If you hurry to catch a bus and are able to board
               it, it was the will of Allah; if you missed the bus, it was the will
               RI $OODK  7DNHQ WR WKLV H[WUHPH  WKHUHIRUH  QR H൵RUW RQ D SHUVRQ¶V
               part is needed, because everything will happen as a result of the
               will of Allah. It was important for us to avoid any possible direct
               clash with the Muslim religion. It would be important for us to
               VWUHVV WKH H൵RUWV QHHGHG E\ WKH HPSOR\HH DQG WKH ¿QDQFLDO JDLQ
               that could result from progress. If someone were to raise the
               question of religion, a supervisor should simply reply, “Don’t
               you think that Allah would be happy with you if you gained
               more skill and thereby increased the income for your family?”

               I proposed the creation of what I called “Wage Progress Steps”
        by operating supervisors for their employees. Where the same function
        existed in all three districts, the supervisors from the three Districts were
        to meet and develop a common group of “Wage Progress Steps.”
               The Wage Progress Steps were posted on the bulletin board of
        each shop. The various activities were listed in a series of columns across
        the top. On the left hand side, employee names and badge numbers were
        listed (both name and badge number were required because there were
        a great many Arabs with identical names). As an employee met the re-
        quirements of the individual components of each Wage Progress Step,
        the Supervisor would insert the date that such development had been
        demonstrated. When an employee completed all the requirements of a
