                   abilities were illustrated by the accuracy with which he could
                   forecast what the test paper would look like when it was unfolded.
                   When supervisors are provided with information as to how their
                   employees  rank  in  basic  intelligence,  they  could  concentrate

                crew of several Saudi Arabs. At their work site for the day the Ar-
                abs would do the lifting and carrying and cleanup, but would par-
                ticipate to only a limited degree in any skilled work to be done. The
                interaction between the American and the Saudi Arabs was limited
                due to the American’s pidgin Arabic and the Arab’s pidgin English.
                I felt it vitally important that we enhance practical training in sev-
            eral ways:

               1.  To break every job down into the steps by which an individual
                   would progress from an unskilled, illiterate state to the level of a
                   journeyman in his craft. This would involve detailed analysis by
                   a foreman who knew his craft thoroughly.

               2.  We needed motivators that would occur quickly enough to en-
