                      b. that the weight and balance are within the permitted limits as stated in

                        the flight manual, that the load is stowed and secured so that the airplane

                        is not exposed to danger during flight


                      c. that the airplane’s wing and tail surfaces and control surfaces are free of

                        frost, snow and ice

                      d. that, taking into account the wind and other meteorological conditions

                        that may be expected to occur during flight at the altitudes at which the

                        flight  is  intended  to  be  performed,  in  addition  to  fuel  to  fly  to  the

                        destination, fuel to fly for at least 30 minutes at normal cruising speed is

                        carried.




                6.3.7.1     A final check – the weather


                Before commencing the flight, the commander must at least:

                   -  have familiarized himself with all available meteorological information

                   -  have reviewed current weather reports and forecasts
                   -  have planned an alternative course of action if the flight cannot be carried

                      out as planned due to weather conditions

                  In addition, an operational flight plan should be prepared, documenting that

                  the flight can be carried out as planned.





                6.3.8    Guidance and briefing for passengers

                BL 5-61 states:



                    The commander is responsible for the safety of all persons and cargo on
                    board after the doors are closed. The commander is also responsible for

                    the safe operation of the aircraft from the time the aircraft is ready to

                    move with the intention of flying until it is stopped at the end of the

                    flight and the engine(s) are shut down.
