COMPETENCY REQUIREMENT FOR EXAMINATION PAPER
VETTING USING EXAMINATION MANAGEMENT SYSTEM (EMS)

Abstract
Examination Management System (EMS) is a system that provides the flow of vetting procedure of
examination paper, where it is an essential process for preparing the examination question papers.
Vetting is the process of reviewing and evaluating question papers according to specified criteria to
detect flaws and to edit them accordingly to improve the quality. The system consists of three roles
including Assessment and Examination Committee (Administrator), Lecturer, and Examination Unit.
However, the lecturer needs to request the form physically and submit it manually. Meanwhile, the
Examination Committee (Administrator) need to submit the vetted examination question by hand to
the Examination Unit. The objective of this system is to eliminate paperwork and forms such as the
Submission Form and Vetting Form which can be used in the system. This project is using System
Development Life Cycle (SDLC). The phases of the methodology are Requirements and Analysis,
System and Software Design, Development and Implementation, and System Testing. The result of
this project is analyzed using User Acceptance Test (UAT). It is recommended that the system should
have a mobile application in future as it is the fastest way for the user to access the system anywhere
and anytime.

Introduction
The vetting of examination question papers is essential where vetting is the process of reviewing and
evaluating question papers according to specified criteria to detect flaws and to edit them accordingly
to improve the quality. Vetting sessions are not only used for screening of questions towards technical
and language problems, vetting is also used to generate the content-related validity of assessment
questions. Based on Edwin (2017), from the College of Education at Kenyatta University, said that
most universities are faced with the challenge of producing competent and highly skilled manpower

necessary to serve the needs of humanity in the 21 century. The quality of assessment in these
institutions could play a major role in the realization of this role. Most universities and institutions of
education need time, place, and manpower to set vetting of assessment for each time.
In a study, Shahid Hassan (2016) of International Medical University says vetting of examination
question papers is an ongoing process that essentially is teamwork represented by the right
combination of experts from within the teaching faculty. It is considered mandatory to maintain a
quality standard of any examination. Vetting sessions are not only used for screening questions
towards technical and language problems but vetting is also used to generate the content-related
validity of assessment questions. Case studies of the implementation of the Examination Management
System show very little specific attention is considered to measure the success or failure of a process,
especially in vetting examination question paper. The list of problems that have been discovered are
first, the lecturer needs to follow the Examination Scheme Format, and Answer Scheme Format
manually, and it is time-consuming. Secondly, the lecturer needs to request the Final Exam Paper
Form Submission physically and submit it manually. Besides, the lecturer also needs to submit the
vetted examination question by hand to the Examination Unit and needs to visit the Campus Office to
see the Vetting Timetable. This problem will take more time and manpower while examining question
