ORGANIZATIONAL CHANGE: A CASE STUDY OF REGISTRAR OF

Abstract
Building consensus on priorities is critical to the success of a transformation. An organization that
selects initiatives that aren’t well aligned with their aspiration could quickly see the changes run
aground. In this regard, the societies segment which leads by the Registrar of Societies (ROS) as the
main agency is no exception to be involved in this process of change. On top of that, many societies
failed to comply with the Societies Act 1966. As a result, the societies were terminated. ROS indicates
that monitoring and controlling this society will be difficult. If no action is taken against the society,
several issues may arise such as misuse of NGO entities, use of NGO entities for personal gain, and
being able to create a threat to the community and national security. From the situation, ROS Pahang
takes their responsibility to overcome the issues by implement ROS Strategic Plan 2021-2025 to
achieve the objectives. This paper aims to look at and analyses the strategies on the organizational
changes in (ROS), Pahang Malaysia to achieve the objectives and goals regarding Movement Control
Order (MCO) resulted from the outbreak of the COVID-19 pandemic. The paper is written according
to the article on organizational changes in the General Motor case that was presented in ASEE 2014
Zone 1 Conference, University of Bridgeport, Bridgeport, USA by looking into the theoretical concept
and strategies. This study will be revealed about what are the changes and strategies implemented by
ROS Pahang to achieve the objectives that comply with ROS Strategic Plan 2021-2025. In the end,
this paper attempts to identify the strategies followed by recommendations to overcome the resistance
to changes and problems to ensure that all of these changes run properly.

Introduction
In the development of technology and information, an organization is required and can adapt to the
current situations and conditions to meet demands and achieve goals effectively and efficiently.
Pramudyo (2017) stressed that organizational change is a process by which the organization moves
from its current state to the desired future to increase its organizational effectiveness. According to
Pramudyo (2017), postulated that changes occur in organizations often have an unfavourable impact.
However, it is still important to make changes by organizations to change the culture that is not by the
previous situation. On top of that, organizational change is a process of change that occurs internal
and external in the organization, at the individual/group level that occurs gradually and continuously
to advance and develop the organization (Bodek,2018).
Every organization whether government or private, both domestic and foreign needs to make changes.
In general, Malaysia has launched the Government Transformation Programmes (GTP) which is
designed to improve the efficiency of the delivery system as well as become a people-oriented
government. The GTP is designed to change the way government bodies work which will ultimately
change the image of government departments and agencies towards higher work performance. In this
regard, the societies segment which leads by the Registrar of Societies (ROS) as the main agency is
no exception to be involved in this process of change with the growing business environment, further
also feel the heat of change today (Government Transformation Programmes, Phase 3, 2015-2020)
