reputable registered organization as a third sector that is a catalyst for progress and well-being of the
people and the country. Meanwhile, JPPM's mission of "Empowering Organizations Towards
Development and People's Well-Being" is aimed at ensuring that organizations move in a safe,
peaceful and prosperous environment. Registration of Societies Malaysia (ROS) has taken the
initiative by drafting the ROS Strategic Plan 2021-2025 as an effort to strengthen the service delivery
system and ready to meet the challenge to make this organization always relevant for the current
changes and able to meet customer expectations. The four (4) Main Thrusts of the JPPM Strategic
Plan 2021-2025 that have been outlined are; Strengthening Enforcement and Control, Empowering
Organizations and Communities, Strengthening Human Capital and Infrastructure as well as
Strengthening Information Technology as the core and direction of the department for the next five (5)
years. All of these cores have their strengths and objectives in particular. So, based on ROS Strategic
Plan 2021-2025, some new changes need to briefly clarify by ROS Pahang to meet the objectives and
goals of the Strategic Plan.
External Forces
ROS Malaysia faces various pressures from NGOs entire Malaysia, especially from political parties,
including politicians themselves, who want ROS to act decisively in enforcement operations against
registered political organizations. Enforcement operations involve briefly inspections that require the
execution of more careful document inspection tasks and do not create dissatisfaction among
members in the organization in line with Societies Act 1966. From the situation, ROS take their
responsibility to overcome the problem by implement ROS Strategic Plan 2021-2025. In addition,
changes in government policy also occurred in ROS which is created the operating structure of the
ROS Department had to be changed according to needs and meets a requirement of policymakers
(Ministry). In Addition, based on the Ministry of Home Affairs (MOHA) Key Performance Indicator
(KPI) for the year 2021, almost 3000 Societies must be audit by ROS Malaysia with including
different categories of societies.
Structural Changes
There are three main Divisions in ROS Pahang, namely, the Societies Management Division, The
Enforcement Division and The Human Resource Management Services Division. Previously, all
enforcement operations were carried out by the Registrar Officer (RO) in the enforcement division
only. This is because pressure from these NGOs was not excessive and could still be controlled by the
Ministry level. However, starting the end of the year 2020, based on policy related to the Ministry
Key Performance Indicator (MKPI), ROS Pahang changes its task structure by implemented strategic
collaboration which is every RO in all divisions except the Human Resource Management Services
Division, must perform an enforcement task.
The problem of Structural Changes
This situation has certainly created dissatisfaction among RO who are not in the enforcement division
because they have to carry out enforcement tasks. They revealed that it is very difficult to accept this
change because they already have their tasks previously in the current division. This situation will
create a new burden on them compared to their previous work. There is no doubt when among of
them try to challenge this structure of work but they need to be aware that this policy comes from the
stakeholder in the ministry and the structural change will give impact on the political landscape and
national security.
Result of Structural Change
As a result of the structural changes which is implemented by the ROS Pahang, a new enforcement
team has been formed to carry out the tasks of audit the documents and records of societies registered
in Pahang. The top management of ROS Pahang has decided that the tasks to be carried out by the RO
are based on the core function (enforcement) of the Department and no longer by division-centric.
