necessary. A quorum of the committee shall consist of majority of all its members holding office
               at the time of the meeting.

               Description of the Head Librarian in terms of Qualifications, Supervisory Functions and
               Participation in Academic and Administrative Activities of the Institution

                       The head librarian is a graduate of Bachelor of Arts major in Library Science major in
               Library Science and a holder of Masters in library and Information Science (MLIS). As a licensed
               librarian,  she  has  been  practicing  her  profession  for  23  years.  She  empowers  herself  through
               attendance to and participation in relevant trainings/conferences/for/workshops related to library
               and information management.

                       The  head  librarian  assumes  overall  management  of  the  campus  library.  Technical
               assistance and supervision is also extended to the colleges/department reading resources centers.
               She is directly in-charge of the acquisition  Unit  of the library. Under her supervision  are the
               Cataloguing and Classification librarian and the head of the Readers Services Unit who handles
               the staff in-charge of all front-line service sections. She regularly improves the efficiency and
               effectiveness of the personnel under her department for optimum productivity.

                       Inherent in her functions is the coordination with the DSSD director and college Deans for
               the conduct of orientation on library use. She also collates book requisition of the different faculty
               members of the university. She takes charge in the dissemination and implementation of library
               policies.


                       The  head  librarian  sits  a  member  of  the  University  Library  Committee  and  the
               Administrative Council (ADCO). The administrative Council of the University is tasked to review
               and  recommend  to  the  Board  the  policies  governing  the  administration,  management  and
               development of the university for appropriate action. She also participates in all activities of the
               institution and accepts work assignments as requested by higher officials.


               Policies and procedures on the administration of the Library

                       A Library manual  covers the internal administration  and operational procedures of the
               library. It is a source of information, a constitution which lists all departments, sections and their
               functions, processes and policies within the library. It has undergone a validation process before it
               was finally accepted as policy document.

                       The  outline  of  the  policies  and  procedures  ensure  that  all  the  professional  and
               paraprofessional members of the library staff are aware of the day activities in their departments
               enabling them to perform their jobs according to the accepted standards of IFSU Library. This
               written  policy  manual  serves  to  answer  questions  pertaining  to  administrative,  readers  and
               technical services of the library. The manual is envisioned to serve as an important record for
               decision making, a tool for communicating with in the academic community and an instrument for
               indoctrinating new members of the library staff.
