POLICY: SUBSTANCE ABUSE CONTROL Policy #57

Jack & Jill Children’s Center management shall take necessary measures to assure that the use
of alcohol or unauthorized substances by team members does not endanger the health, safety,
and security of our children, team members, volunteers, Jack & Jill Children’s Center sites and
the entire Jack & Jill Children’s Center operation.
The unlawful manufacture, distribution, dispensation, possession, concealment, transportation,
sale or use of unauthorized substances on Jack & Jill Children’s Center premises, vehicles, or
while conducting program business off site are absolutely prohibited. The presence of an
unauthorized substance(s) in a team member's system while on Jack & Jill Children’s Center
premises, vehicles, or while conducting Jack & Jill Children’s Center business off premises is
strictly prohibited. Unauthorized substances include illegal drugs, unauthorized drugs and
drug paraphernalia. The abuse or misuse of alcohol, prescription drugs or over-the-counter
drugs which have been legally obtained is also strictly prohibited on Jack & Jill Children’s
Center premises, vehicles, or while conducting Jack & Jill Children’s Center business off
premises.
Violation of this policy will lead to termination of employment.
TEAM MEMBER TESTING
If there is a reasonable suspicion of substance abuse or misuse, because the team member's
behavior or health appears to endanger the health, safety, or well-being of the children, Jack &
Jill Children’s Center will require testing of the team member. Confirmed positive tests of urine,
blood or expired air, or refusal to submit to testing or refusal of permission to release substance
testing information to appropriate management, will be basis for termination of employment.
Substance testing is not a part of Jack & Jill Children’s Center ongoing evaluation program.
Substance testing may be required (1) where reasonable suspicion exists to warrant such
testing; or (2) where necessary to comply with federal, state, or local regulations.
Refusal to comply with a request for testing is considered a violation of this policy and will result
in disciplinary action up to and including termination.
Selection of quality controlled laboratories, standards and procedures for testing, chain of
custody, verification of test results, retention of specimen where applicable are the
responsibilities of the Jack & Jill Children’s Center Chief Executive Officer. The Jack & Jill
Children’s Center Chief Executive Officer will be assisted by a Medical Specialist in the
selection of appropriate laboratories for substance abuse testing.
REHABILITATION
A referral to a rehabilitation program will be offered to the team member who is found in
violation of this policy. Such a referral or participation in a rehabilitation program will not
prevent termination of employment.
