building being designed, on the opposite end of the existing campus, consists of 6,000 sf
simunition shoothouse. Estimates currently being finalized are coming in with preliminary
project costs of $33M for all 3 buildings and associated site improvements. FGMA is
expected to begin developing AE proposals for full design services beyond schematic
design. Additionally, FGMA has been working with the City of Temple on a
programming/master plan study including the existing downtown police headquarters and
outdoor range facility.
• City of Justin, in October of 2022 FGMA was asked to study the current volunteer fire
department that serves Justin and bring options to the table as how they might develop a
city owned department. The city's population was approximately 4,500 in 2020. In the past
2 years they have approved developments that will contain over 3,500 new homes with
additional subdivisions in the planning stages. We brought in Dave Zslinski with the IFCA
Fire Consulting Team to assess and report on the current VFD. The result of this study is
that two (2) new stations will be required in the immediate future. We will continue to stay
in contact with the client.
• We are sponsoring the Texas County Judge Education conferences for 2023. This allows
direct access to 100+ Judges at (5) 3-day events. Charlie will focus on the fire/police
conferences this year but will attend the NRPA and TRAPS rec conferences since they are
local. We are continuing to evolve our marking collateral to include our Texas police and
fire presence. We are also shoring up our contractor relationships as we are seeing more
and more public safety projects issued as design/build.
Texas Market Expansion Efforts
• In May 2022, FGMA hired Jaime Palomo as leader of the Texas Municipal Market. He is
based in the Austin office and brings over thirty years of experience and has strong
relationships in the Austin market. In August 2022, FGMA hired Charlie Kearns as Principal
of Business Development for the North Texas Market and is based in the new Fort Worth
office. Charlie is an engineer by education but has worked primarily for architecture firms
in the DFW area. He also brings over three decades of experience and is working on
building FGMA’s brand recognition in the market.
• FGMA continued to explore expanding the municipal practice group to include municipal
utility districts, developer led projects, and water resources facility design. FGMA
presented at the Capital Area Suburban Exchange (CASE) conference that focuses on
Central Texas municipal utility districts and attended the P3 conference focused on
developer led / alternative financing. Both conferences continue to strengthen FGMA’s
brand recognition and network. FGMA continues to build relationships and has been
included in proposals by master developers who are pursuing large P3 projects that
include a range of civil infrastructure such as city halls, recreation centers and other public
facilities. Current relationships are with MA Partners, P3 Advisors, Hunt/Amber, Ryan
Companies, and Red Leaf.
• Throughout 2022, FGMA nurtured relationships with water resource engineering firms,
Walker Partners and Murfee Engineering, to be a trusted partner in the shell designs of
municipal water supply and treatment facilities. That effort has led to work that will be
performed in FY2023.
• In the recreation submarket, FGMA moderated two panels at the National Recreation and
Parks Association conference highlighting policy work and efforts by the City of Austin. In
addition, FGMA hosted Texas Night at the national conference. FGMA also serves as the
only corporate member on the Texas Recreation and Parks Society legislative committee, a
committee of around 30 park directors throughout the state. Also in 2022, FGMA was
