Implementing the Strategic Plan is managed through a series of actions that
specify how goals will be accomplished and what resources may be needed. The
Implementation Plan begins with the 2024 budget and will continue to be
updated and realigned as necessary in response to changes and challenges in the
external and internal environments. Progress will be tracked, monitored and
reported using metrics and measures relevant to Key Performance Indicators
(KPIs) and Objectives and Key Results (OKRs). The following illustration shows
the connections between the strategic plan and individual roles and contributions.

The Strategic Plan describes the Mission, Vision, Values, objectives and key results
(OKRs), priorities and goals, informed by an assessment of Urban Pathways’ needs,
assumptions, resources and concerns and considerations. Implementation plans
specify how these goals will be accomplished through strategies, tactics and
actions. Outcomes (specific, meaningful, attainable, realistic and timely) are tracked
and assessed using key performance indicators (KPIs) and other measures and
metrics. These connections are illustrated in the Decision-Making Framework.
