       Senate Bill 54, authored by Senate President pro Tem Kevin de León, D-Los Angeles, and
       commonly referred to as the “Sanctuary State” bill, emerged as a signature piece of legislation
       that symbolized the Democratic majority’s intent to push back against the Trump
       Administration’s immigration policies.


       SB 54 passed on the last day of session and was sent to Governor Jerry Brown, who signed
       it after describing it as a balanced approach that protects both immigrant rights and public
       safety.


       While the measure drew strong opposition from law enforcement, there was little third-party
       opposition to the measure on Twitter, which we believe contributed to the proponents’
       momentum to pass the bill during End-of-Session. Proponents of the measure executed
       several successful strategies, outlined below.
