those under 30;
•Enhanced registration and monitoring: Organisations must regularly report
on membership structures, activities, and finances;
•Alignment with national policies: Youth organisations must align with the
National Youth Development Blueprint and national unity agenda.
This amendment marks Malaysia’s entry into an era of ‘age-specific precision’in
youth policy, but it also places adaptive pressure on traditional youth organisations,
especially regarding the tension between age limits and organisational autonomy.
