court-connected mediation, particularly through the Kuala Lumpur Court
Mediation Centre and the Malaysian Mediation Centre (MMC). These services
are primarily used in civil litigation but are limited by cost and accessibility.
2. COVID-19 Mediation Centre (PMC-19): Established during the
pandemic, PMC-19 was a time-sensitive initiative to resolve disputes arising
from breach of contract due to lockdowns. It demonstrated mediation’s
flexibility and capacity to absorb systemic shocks.
3. Strata Mediation Centres: With increasing urbanisation and vertical
living, mediation centres were piloted in residential buildings to address
disputes over noise, shared spaces, and religious activities. These centres
serve as low-barrier entry points for urban communities.
4. Community Mediation via JPNIN: The Department of National
Unity and Integration (JPNIN) spearheaded a community mediation
programme in partnership with the International Islamic University Malaysia
(IIUM), offering the Certificate in Inter-religious Mediation (CIRM) in 2019
in addition to its internal training. About 6000 mediators have been trained,
mostly volunteers from diverse backgrounds. A total of eight Community
Mediation Centres has since been established nationwide, offering pro-bono
services and advisory support.
5. Educational and Youth-Led Mediation: Organisations like the
Malaysian Youth Council (MBM) and INITIATE.MY have piloted youth
peacebuilding initiatives, using conflict resolution simulations and peer
mediation training. These efforts plant seeds of non-violent problem-solving
among adolescents and youth.
Despite these advances, the absence of a central coordinating body
means efforts remain fragmented. A national-level architecture is needed
