During the plenary, the undermentioned recommendations were made:
1. The Ministry of Justice is strongly encouraged to revitalize the process of re-tabling the Draft Constitution, and/or considering all
options to ensure the passing of a new, improved constitution for The Gambia. In this regard, all arms of governing and the UN
system are encouraged to intensify its engagement with political parties and other influence groups to gain consensus on the
contentious provisions.
2. On transitional justice, it is recommended that neither the rejection of the Draft Constitution or the COVID-19 should derail
Government, with support from civil society and the UN system, from ensuring that the TRRC and other legal reforms reach their
logical conclusions.
3. Noting the unique opportunity presented in the transitional reform agenda, including legislative reform, the Ministry of Justice,
civil society, and the UN system is urged to intensify its engagement and advocacy efforts on minimum guarantees for women’s
participation, at the National Assembly, with political parties and other influence groups.
4. The UN system is encouraged to engage further with the Ministry of Women’s Affairs and the Women’s Bureau to receive
outstanding information on violence against women, including gender-based violence.
5. The full impact of the COVID-19 pandemic on the governance landscape, including financial, as well as opportunities in e-
governance and the e-adjudication of justice should be further investigated.
6. The Ministry of Justice in its drafting of bills should, even with the Persons with Disabilities Bill being before the National Assembly,
ensure that this section of the population is not left behind in policy considerations.
