electricity, a very small and congested seaport, very poor and dilapidated roads, a poor and badly
managed IT infrastructure including the national broadband.
In view of scarce public funds, it was recommended that government liberalizes some of the
infrastructure for private sector acquisition or at least enter into build, operate and transfer (BOT)
arrangements with the private operators. Senegal was cited as a country were BOT ventures between
government and the private sector were successful.
Improving the digital economy especially with respect E-commerce (i.e. facilitating online
business transactions and digital payments) is viewed as good catalyst for the country’s economic
transformation.
8 Project Poor project selections and delays in project implementation were also identified as key
execution and challenges in attaining the country’s economic transformation. In addition, participants highlighted the
program delivery sustainability challenges of project-related initiative. Often achievements and gains are not sustained
