“We must say at the outset that we understand we don’t know everything. In fact, like the rest of
policing, we are constantly learning and evolving. But we also understand that the concept of excellence
demands that when you learn something useful you share it with others so they may take it, digest it,
and potentially improve upon it for the betterment of us all. We hope that this is exactly what will come
out of this project.
