                  The  2004  Legislative  Election  was  the  most  complicated  election  in
                  Indonesia’s  history  because  the  Indonesian  population  had  to  elect
                  people’s representatives in the DPR, DPD, and DPRD. These factors made
                  Indonesia’s electoral system unique when compared to other countries.
                  Besides being complicated, this election was also declared the longest
                  election  in  Indonesia  in  the  history  of  democracy.  Even  the  DPR  seat
                  allocation system was also considered the most complicated in the world.


                  The Election Law required election participants to elect candidates for
                  legislative members who were political parties and not individuals. This
                  was  different  from  the  general  election  which  elected  DPD  members
                  who were individuals.
