Why AHL went to the trouble of submitting a new application, rather than making a
relatively small amendment to the existing DM 18 file, was never explained, but the two
applications have not been cross referenced.
DM/19/1025 was filed on 13 March 2019 for 54 dwellings with no affordable housing.

Some, but not all, of the documentation from the DM18 application was cut and pasted
into DM 19. However, Mr King delegated report and Ms Blomfield formal rejection
letter (as well as other important objections) were not transferred. Thus, DM19 started
with a more-or-less clean sheet;
Although MSDC had encouraged and condoned over-development of the WH sites, blatantly
ignoring National and District Policies on affordable housing, without exculpatory cover
appeared to be step too far.
2. REQUEST FOR ADDITIONAL INFORMATION
Emails from Mr Steven King, an Affordable Housing Statement provided by Lytle Associates,
Mr William Dorman (MSDC Urban Planner) email of 30 May 2019, District Policy 31 and

the production of:
clear evidence in an independent viability assessment agreed by the relevant parties
including the Council and funded by the developer;
an open book approach;
a supplementary planning document;
an up-to-date market survey together with information from MSDC common
housing register;
It is obvious from the email traffic on the MSDC Planning Portal for DM/19/1025 that AHI
expected MSDC to

still in process in late June 2019 and had been commissioned by MSDC rather than AHL
3. THE VIABILITY APPRAISALS
The information added to MSDC Planning Portal was supposedly received on
and consisted of seven folios, wrongly attributed to Dixon Searle as follows:
