6. THE DIXON SEARLE NARRATIVE

The Searle Viability Review hyperlinks to 17-page, narrative plus copies of some of

the ACHL spread sheets referred to earlier. Why the narrative had become separated from
the seven trial appraisals - on which it relies - is mystery.
But based on MSDC past performance, and its fixation on bludgeoning through the WH
applications, it possible that the withholding of the Viability Report was not entirely
accidental and was only included after second thoughts by someone with common sense.
The Dixon Searle narrative is not a conventional viability appraisal, but more an of
AHCL figures and acceptance of many of its assumptions: including some with which is
appears not to agree. To that extent the review may fail the test of independence.
I am not qualified to express a professional opinion on the narrative
It is, however, apparent that;
The limited scope of the review was determined by MSDC in a briefing that has not
been produced;
It relies on information provided by MSDC without specifying what that was;
It makes no reference to the WH:LIC scheme which is a material consideration on
which the viability of DM/19/1025 depends;
Parts of the review were cut and pasted from earlier work for North Hertfordshire
