                                              EDF Energy, Wealden House, Lewes Road, Ashurst Wood



               5.8    Paragraph  78  confirms  that,  to  promote  sustainable  development  in  rural  areas,

                      housing  should  be  located  where  it  will  enhance  or  maintain  the  vitality  of  rural

                      communities.


                      Promoting sustainable transport


               5.9    Paragraph 105 of the  Framework advises that, if setting local parking standards for

                      residential development, policies should take into account,
                          •  The accessibility of the development

                          •  The type, mix and use of development

                          •  The availability of and opportunities for public transport

                          •  Local car ownership levels and
                          •  The need to ensure an adequate provision of spaces for charging plug-in and

                              other ultra-low emission vehicles.


               5.10  Paragraph  109  states  that  development  should  only  be  prevented  or  refused  on
                      highway grounds if there would be an unacceptable impact on highway safety or the

                      residual cumulative impacts on the road network would be severe.


                      Making effective use of land


               5.11  Paragraph  117  advises  that  planning  policies  and  decisions  should  promote  an

                      effective use of land in meeting the need for homes.  As much use as possible should

                      be made of previously developed or brownfield land.
