Statement of Case

• Establish or maintain a strong sense of place, using the arrangement of streets,
spaces, building types and materials to create attractive, welcoming and
distinctive places to live, work and visit.
• Optimise the potential of the site to accommodate and sustain an appropriate
amount and mix of development (including green and other public space) and
support local facilities and transport networks.
• Create places that are safe, inclusive and accessible and promote health and
well-being, with a high standard of amenity for existing and future users, and
where crime and disorder and the fear of crime, do not undermine the quality
of life or community cohesion and resilience.
5.17 Paragraph 128 advises that design quality should be considered throughout the
evolution and assessment of individual proposals. Early discussion between
applicants, the Local Planning Authority and the local community about the design
and style of the emerging schemes is important for clarifying expectations and
reconciling local and commercial interests.
5.18 Paragraph 130 advises that permission should be refused for development of poor
design. However, where the design of a development accords with clear expectations
in plan policies, design should not be used by the decision maker as a valid reason to
object to development.
Conserving and enhancing the natural environment
5.19 Paragraph 170 advises that planning decisions should contribute to and enhance the
natural and local environment by, inter-alia, minimising impacts on and providing net
gains for biodiversity and remediating and mitigating derelict land.
