I appreciate that there is a margin range within the NPPF, but this is for the
purposes of policy making and the guidance allows for individual reflection
of site and market specific purposes.
In all events, prices in the District have been static since the beginning of
the year:
And most measures of build cost inflation suggest that tender prices are
increasing at around 4% per annum.
Taken together this means that the land purchased is effectively, a falling
asset and the residual is squeezed between the two key variables.
Under these circumstances it would be unlikely that the applicant would
acquire funding at less than the higher end of the range.
Hence a 20% margin is appropriate here.
5.3 Section 106 costs
The Council have provided the following information on Section 106
contributions on the basis that no Affordable Housing is delivered:
