Kevin has over 25 years of experience in the management and construction of educational,
municipal, governmental, medical and general construction projects. Kevin’s skills include
managing the complexity of construction projects ranging from pre-project planning,
estimating and schedule development to cost control, subcontractor management, and
general construction. Specifically, he has a wide breath of experience in exterior building
envelopes, building facades, roofing, interior construction and catastrophic reconstruction.
Kevin serves as an expert witness in construction claims and has presented expert testimony
in many cases in arbitration, mediation, federal court, and numerous state courts relating to
matters of construction defect, cost analysis, construction delay, and standard of care.

Sercan Akyildiz is an Associate Director at HKA is based in Miami, Florida. Sercan has more
than a decade of experience in civil engineering and construction management, as well as
the analysis of project delays and determination of associated cost impacts. Sercan has
been an engineer and consultant on a number of oil and gas, offshore pipeline, power plant,
marine construction, transportation, bridge, and commercial building projects, in locations
throughout the United States, Australia, Europe, Southeast Asia, South America and the
Middle East. As a delay expert, Sercan has utilized various delay analysis methodologies
to identify the incidence, extent and causes of critical path delays in engineering and
construction projects. His reviews have included Measured Mile and disruption analyses, and
Sercan has provided advice and written opinions for use in dispute resolution proceedings.
Notably, Sercan acted as the delay expert in two recent arbitration cases, testifying before
the sole arbitrator in Chile in March 2018 and in Peru in May 2018, and issued expert reports in
Spanish for both cases.

claims avoidance, preparation, defense, and negotiations; expert witness testimony; project

delay analysis; productivity/inefficiency analysis; damages quantification. His expertise stems
from direct and hands-on involvement with challenging construction issues including claims
management and resolution on major domestic and international projects crossing nearly all
