CALL FOR PROPOSALS - CONCEPT NOTE
NEETs are committed to and willing to work but unemployment rate for these groups are very
high due to the current economic, social and educational situation in EU. The challenges these
people are facing in getting employment are often combined with mental illnesses like
depression or anxiety.
Individual Placement and Support (IPS) is a systematic approach helping NEETs to achieve
permanent employment. IPS is based on a Supported Employment philosophy and offers
systematic follow-up with a standardized methodology that is especially useful for NEETs.
Our project aims to gather and transfer expert knowledge about IPS and introduce and
implement this methodology in the beneficiary countries using partnership expertise and
modern technologies.
The main output will be a comprehensive Education Youth Technology Platform (EYTP)
transferring IPS approach into digital form. All platform materials will be available in all partner
languages.
Cooperation between government institutions and the private sector in the beneficiary countries
does not compare to Norways achievements as a role model in this field. Beneficiary countries
recognized an opportunity and a need to learn about the good practices in Norway and transfer
them to the beneficiary countries. Involved Norwegian organizations have a specific expertise
that do not exist in the beneficiary countries yet.
The main objective of the project is to enhance the capability of counsellors in the beneficiary
countries to assist young adults by using the IPS and EYTP method, in a way that will result in
permanent employment.
Performance indicators of the project are number of:
professional, counseling and teaching organizations that choose to use IPS
methodology in their work, and
teachers and NEETs using EYTP platform.
Trainers and expert partners will disseminate their knowledge in beneficiary countries thus
increasing the number of organizations using IPS approach.
