MESSAGE FROM THE The pandemic that started in 2020 and continues
in 2022 has only driven us to think of innovative
MAYOR ways to adapt. While many businesses had to
adjust because of the necessity of health protocols
and some people have lost jobs, we saw a rise in a
new generation of solo proprietors who thrived
through online selling, and a good number of
companies that continued under rotational
workforce, thereby keeping the flow of businesses
going.
With the work-from-home setups of enterprises
and limited workforces of companies, online
transactions between our citizens and the city hall
frontliners have proven to be so useful. From
online applications done on the city government’s
official website, they can now transact through
various apps. With the streamlining of procedures,
there will be more time to transact business
and more productivity from our hard-working
entrepreneurs.
This book documents not only the city
government’s efforts at prioritizing ease of doing
business but is also a salute to the hardworking
people who made this a reality. After all, their

We have always envisioned this great city
founded by Manuel L. Quezon as a pioneer in
many aspects. Blessed with abundant resources,
the city is poised for a paradigm shift—that
of making its local government services and
transactions fully automated in many aspects. As
such, we have the Task Force on the Ease of
Doing Business and Automation that oversees,
among others, the creation of platforms that will
fulfill our 14-point Agenda.
We welcome the BPLD’s Online Unified Business
Permit Application System (OUBPAS), accessed
via the QC BIZ EASY business portal. Launched
in October last year, it encouraged aspiring
entrepreneurs and companies to operate and
transact their business efficiently in Quezon City
as they no longer have to deal with red tape and
fixers.
