The ground rules that
will characterise the sixth Administration is that “We must talk less; we must do more,
and we must open lines of communication with our people. In short, we will get things done,” said the Premier.
In his maiden State of the Province address delivered in Bisho on 28 June 2019, Premier Lubabalo Oscar Mabuyane called on everyone in the Eastern Cape to “... build the Eastern Cape we want” and in so doing implored people not to re-invent the wheel, but to build on the foundation laid by the  ve administrations since 1994.
The Premier also outlined seven priorities towards building a province to be proud of.
• Economic transformation and job creation.
• Education, skills and health.
• Consolidating the social wage
through reliable and quality
basic services.
• Spatial integration, human
settlements and local
government.
• Social cohesion and safe
communities.
• A better Africa and a better
world.
• A capable, ethical and
developmental state.
In terms of education in the province, the Premier stated that  xing the environment where teaching and learning takes place was a critical part of the plan. “Our hearts bleed when school children in our rural areas risk their lives
to cross rivers, while some walk long distances to access the basic human right of education. We will not address these challenges all at once, but I can commit that we will move with speed to reach out to as many schools as possible

In his 2019/2020 Policy Budget Speech, the new MEC for Education, Mr Fundile Gade reiterated the message of Premier Mabuyane
when he stated that “We will move with speed to reach out to as many learners as possible in the provision of quality infrastructure.”
The MEC, however, highlighted the fact that the province faced signi cant schools’ infrastructure backlogs and may need to explore other options, such as prioritisation of hostels, to support a quality learning environment. It is believed that the strategy of establishing more hostels near schools, will not only have an impact on improved learner performance, but will also address safety issues. The Department’s long-term plan is to establish hostels geographically to service a cluster
of schools. Circuit Landscape Plans which includes the proposed locations of such hostel infrastructure have been developed and the Department is determining the cost of placing hostels in more than 40 schools earmarked to improve the Provincial NSC results.
The MEC stressed the importance of collaborative partnerships in the delivery of education infrastructure and welcomed the establishment
of the Eastern Cape Infrastructure Coordinating Council by Premier Mabuyane. He also highlighted
the importance of the recon gured Department of Public Works in the reorganisation and repositioning of the education infrastructure delivery function.
“We will continue to work together – as government, labour, business, civil society and communities – to provide learners with opportunities to become productive and responsible citizens through quality basic education. The education of our children is a societal matter that will require the active participation of multiple stakeholders.”
The MEC called on Eastern Cape citizens to “unite to create a conducive teaching and learning environment
for our children. The government cannot do this alone. Education is a societal matter that needs all of us to be dedicated, always committed and vigilant. So let us all work hard for the future of our children.”
