how we would plan to accomplish it. We must have done

            OK  because  MDMSC  won  the  program.  All  of  the
            missiles  we  delivered  met  the  lofty  performance
            specifications and our LOT group learned a lot about how

            to convert our technology into production manufacturing
            capability.


            BAD AND GOOD IN OUR ENVIRONMENT
            There are bad things and good things about working in
            this highly secured environment. Probably the worst thing

            was that we  could  not  discuss  what  we  were  doing  or
            accomplished with personnel not specifically cleared to

            our programs.  This, in many cases, included functional
            supervisors of our assigned engineers and technicians.

            This  communication  barrier  always  had  the  negative

            effect  of  not  easily  defending  performance  reviews  to
            enable deserved pay raises and promotions of our people.

            Dave  Freeman  and  I  found  ways  to  circumvent  those
            supervisors  and  get  fair  treatment  of  our  people  by
            finding a direct path to very high level, security briefed,

            management  folk  for  performance  reviews  and
            associated pay raises and promotions.  The good thing
            was  that  our  strict  “need  to  know”  security  access

            requirements moved a lot of bureaucracy out of our path
