When I met later that day with Jim S, he made it clear

that:

1. The name of the combined organizations under

Phantom Works would be Signature/Counter Systems
Applications (S/CSA)

2. S/CSA would include key electromagnetic physicists
and analysts from the Research Labs.

3. Alan W and I would share the same management box
as co-directors.

4. He expected Alan and me to meld the affected
organizations seamlessly into one of the best signature
control groups in the USA.

5. Alan was to take the lead in making contact with

senior DoD personnel since he had more exposure (and
relationships) over the years than I did.

I unilaterally took on the title of “Deputy” just to make it
easier for the key DoD personnel to have a clear point of
contact, based on my conversation with S. Alan and I had
