They told me that our contracts folk and our new VP of
Advanced Programs decided to submit the proposal for
“Information Only” and that MDMSC was not to be
considered as participants in the customer funded study
for the FP-LOE contract. They (Contracts and G) thought
we had promised to do “too much” for the level of hours,
and it was too high a risk!!! It was a good thing it was
Sunday and I had no recourse to G’s office. There was no
bloody risk!
This was to be an engineering study with a proposal
which was all paper. No hardware, no testing of samples,
nothing but working till the hours ran out, and we
submitted a report! I was really pissed (and still am when
I think about it). There is a lot more to this subject, but by
Monday the management folk at the aircraft company
(McAir) interceded, told the customer the proposal was
for real, MDMSC had erred in submitting it as
“information only” and to award McAir the contract
instead of their sister company MDMSC which is exactly
what happened. I’m telling this story because I think I’m
still angry. By the way, our air vehicle design morphed
into something else that had a major impact on Phantom
Works and MDA but that’s all I will say.
