Section 4 Proxy Votes

             No delegate shall have more than one vote in Convention and they shall not be permitted to
             vote by proxy.



             Section 5 Executive Committee

             The Executive Committee shall consist of the Executive Board and the Local Presidents (who
             serve as APFF Vice Presidents).


             Section 6 Legislative Chairperson

             The  delegation  shall  elect  a  Legislative  Chairperson.  Each  Local  shall  select  a  Legislative
             Committeeperson. If none has been selected, the Local President will serve.


             Section 7 Political Action Committee

             The APFF Political Action Committee (hereafter referred to as the PAC Committee) shall consist
             of a member from each Local (if such Local is contributing the voluntary recommended $0.25
             per member per month) to be designated by the Local President.  The Legislative Chairperson
             shall serve as the Chairperson for the PAC Committee.  The PAC Committee shall develop and
             implement rules for the distribution of all monies from the PAC Fund.

             Section 8 Retiring Officers

             The retiring officers shall turn over all books and property belonging to the Organization to their
             successors within a reasonable time, not to exceed thirty (30) days.

             Section 9 Eligibility for Office

             All members in good standing shall be eligible to hold office; a Legislative Lobbyist may be hired
             from  the private  sector by  the  Legislative  Chairperson  with  prior approval from  the  Executive
             Board

             Section 10 Attendance

             If  any  principal  officer  misses  two  consecutive  meetings,  that  officer  will  be  replaced  at  the
             second meeting. Excused absences may be granted by the President. When sufficient evidence
             indicates that any Executive Officer fails to perform their sworn duties, they may be removed
             from office by a majority vote of the Executive Committee.
