Section 3 Per Capita



             The  Revenue  of  the  Organization  shall  be  derived  as  follows:  each  affiliated  Local  shall  pay
             $3.75  per  member  per  capita  tax  (to  a  maximum  of  three  hundred  (300)  members).  No  per
             capita increase(s) can be considered until the Secretary-Treasurer’s Financial Report has been
             voted on and accepted by the Convention delegates.


             An accounting system shall be maintained and receipts or daily diary of moneys spent shall be
             recorded.

             Section 4 PAC Funds

             The  APFF  PAC  Fund  shall  be  established  and  funded  as  follows:  Each  affiliated  Local  shall
             elect by vote of its membership to voluntarily contribute a minimum of $0.25 per member each
             month in addition to the regular per capita.


             Section 5 Number of Members Reported

             Any Local accepting any new member into its organization and not reporting same to the State
             Organization  and  not  paying  per  capita  tax  on  same  shall  be  deemed  as  violating  the
             membership  agreement  of  the  organization,  and  shall  be  subject  to  suspension  from  the
             organization.


             Section 6 Special Assessments

             Special assessments shall be levied only by a referendum vote whenever it becomes absolutely
             necessary  to  carry  out  Organization  work  by  a  majority  vote  of  the  entire  membership.  The
             Secretary-Treasurer  shall  send  out  ballots  to  all  Locals  according  to  the  membership  paid
             therein. The ballots and the results thereof shall be returned to the Secretary-Treasurer, with
             seal attached, attesting the results thereof.

             Section 7 Suspensions

             Any Local affiliated with the Organization which fails to pay its per capita tax for a period of (3)
             three months shall be suspended from membership as of the first day of the fourth month.  Any
             officer  of  the  Organization  who  is  a  member  of  the  suspended  Local  shall  be  removed  from
             office.    Upon  suspension,  the  APFF  Secretary-Treasurer  shall  notify,  in  writing,  the  APFF
             President,  the  President  of  the  suspended  Local  and  any  officer of  the  APFF  who  has  been
             removed from office due to the suspension of his/her Local.  Upon reinstatement, a suspended
             Local shall pay a 15% surcharge on any dues owed for more than (3) three months.
