solely by virtue of his/her office, but may vote as Delegate of his/her Local as specified in Article
5, Section 2. In the event of any tied vote at Convention, the President will cast an additional
vote as necessary only for the purpose of resolving the tie.
a: By virtue of IAFF Constitution and By-Laws all delegates or alternate delegate
representing state...associations...elected...by secret ballot vote of local union delegates
of the state...associations...shall be entitled to a voice and vote in all convention
proceedings except the right to participate in the election of International officers.

Section 2 Executive Vice President
It shall be the duty of the Executive Vice President to preside at all meetings in the absence of
the President. The Executive Vice President shall also serve as Parliamentarian at all meetings.
By virtue of his/her election to the office of Vice-President, he/she shall be a delegate-at-large at
all convention and all other meetings held by the APFF, entitled to a voice and full participation
in the convention. The Executive Vice President shall not be entitled to a vote solely by virtue of
his/her office but may vote as a Delegate of his/her Local as specified in Article 5, Section 2.
Section 3 Sergeant-At-Arms
It shall be the duty of the Sergeant-at-Arms to have all delegates register before each meeting
and turn over same to the Secretary-Treasurer.
Section 4 Chaplain
It shall be the duty of the State Chaplain to make arrangements for and conduct appropriate
memorial services at the Convention for all members of the Organization deceased during the
past year, a list of which will be furnished by each Local. By virtue of his/her election to the
office, the State Chaplain shall be a delegate-at-large at all convention and other meetings held
by the APFF, entitled to a voice and full participation in the convention. The State Chaplain
shall not be entitled to a vote solely by virtue of his/her office but may vote as a Delegate of
his/her Local as specified in Article 5, Section 2.
Section 5 Legislative Chairperson
It shall be the duty of the Legislative Chairperson to maintain the best possible public relations
for the members of this Organization and to use his best efforts to secure legislation favorable to
this Organization. The Legislative Chairperson shall maintain the APFF PAC Fund and shall be
responsible for the proper reporting to the appropriate state and federal agencies in its regard.
He/she shall serve as the Chairperson on the PAC Committee, making recommendations to the
Committee, and shall distribute PAC monies as directed by the PAC Committee. By virtue of
his/her election to the office, the Legislative Chairperson shall be delegate-at-large at all
conventions and all other meetings held by the APFF, entitled to a voice and full participation in
