the convention. The Legislative Chairman shall not be entitled to a vote solely by virtue of
his/her office but may vote as a Delegate of his/her Local as specified in Article 5, Section 2.
Section 6 Secretary/Treasurer
It shall be the duty of the Secretary-Treasurer to keep a record of all proceedings and all other
records of this Organization. He/she shall be the custodian of the official seal. He/she shall keep
a record of all membership of each Local and the name and address of the Secretary of each
Local. He/she shall submit, in writing, a report of all his/her official acts during the period
intervening since the preceding Convention. He/she shall be the custodian of all monies
received. He/she shall deposit all monies within five (5) banking days of receipt. He/she shall
submit a written report at the quarterly meetings of all monies received and disbursements and
shall make a full financial report to the Convention to cover the previous year. The Secretary-
Treasurer shall record and maintain a permanent record of minutes of all quarterly meetings and
any action taken by Convention delegates. A copy of those minutes, including the financial
report, shall be sent to the President and Secretary-Treasurer of each Local and officers of the
APFF within thirty (30) days. After approval, minutes shall be signed by both the President and
Secretary-Treasurer. He/she shall be bonded at all times in an amount not less than $1,000.00
above the amount in the treasury on the date of installation. The cost of the bond is to be paid
by this Organization. He/she shall be paid a Director's fee, the amount of which shall be
determined by the Convention and shall be paid all legitimate expenses incurred by him/her in
the performance of his/her duties during his/her term of office. All checks issued by the
Organization shall be on the signature of the President and/or Secretary-Treasurer. The
Secretary-Treasurer shall notify each Vice President and Secretary of each affiliated Local, by
phone and by mail, at least fifteen (15) days in advance of any meetings. A detailed financial
report shall be mailed to each Trustee and the Executive Vice President ten (10) days prior to
each Convention or regular quarterly meeting. By virtue of their election to the office, the
Secretary-Treasurer shall be delegate-at-large at all convention and all other meetings held by
the APFF, will serve as a delegate to the IAFF Convention and entitled to a voice and full
participation in the convention. The Secretary-Treasurer shall not be entitled to a vote solely by

Section 2. The Secretary-Treasurer shall keep electronic records of all of the financial
transactions of the Association, which shall include a monthly off-site backup. Access to the
financial records and the off-site backup shall be continuously available to the Vice-President of
the Association. Any costs of keeping these records and off-site backup shall be borne by the
Association.
a: By virtue of IAFF Constitution and By-Laws all delegates or alternate delegate
representing state...associations...elected...by secret ballot vote of local union delegates
of the state...associations...shall be entitled to a voice and vote in all convention
proceedings except the right to participate in the election of International officers.
