Section 3 Voting
No Local shall be represented in Convention by proxy. A delegate must be a member in good
standing in the Local he/she represents. Each delegate or alternate delegate shall establish
his/her identity and right to a voice and vote in the Convention by registering with the APFF
Secretary/Treasurer either by mail or in person, not later than noon on the second day of
Convention. Each delegate or alternate may register in person or through a member of his/her
delegation. Registration for the convention must be paid in full for a delegate to be able to
seated on the floor, vote on the floor or vote for officer elections
A. Delegates and alternates who arrive after noon of the second day of the convention
may be seated if approved by a three-quarter (3/4) majority vote of the convention
delegates.
Section 4 Absentee Voting
A delegate must be present in order to cast his/her vote.
Section 5 Per Capita
Representation shall be based upon the amount of per capita paid by a Local during a
preceding year. Exception will be given to new Locals.
Section 6 Resolutions
Resolutions shall be submitted to the APFF President 72 hours prior to opening ceremonies.
Any resolution submitted after this time shall be considered a late resolution and shall require
unanimous consent of the delegates on the floor.
Section 7 Standing Committees
The Arkansas Professional Firefighters President shall appoint members to standing
Committees. These committees shall meet as needed throughout the year and at the annual
convention. Committee members shall be entitled to mileage and per diem when required to
meet other than the convention with the approval of the principle officers of the Arkansas
Professional Firefighters.
