A nonresident (transfer student) who is allowed to enter a district school and will receive at least 2 hours of
         6  instruction (half-day) each school day and is eligible for half-day ADA funding. (Employee’s students who live
             outside the district)


        TWO HOUR/FOUR HOUR RULE OF ELIGIBILITY

        The two-hour (120 minutes)/four-hour (240 minutes) rule is indicative of how many hours a day a student must attend
        school in order to be counted in membership and be eligible for Foundation School Program (FSP) funds.  Any student
        who attends school less than two hours each day is not eligible for FSP funds and is not considered in the membership
        counts of the district even though (s)he is carried on the attendance rolls of the campus.

        Students who attend school at least two hours each school day, but not as much as four hours are eligible for half-day
        ADA funding.  These students are coded with an eligibility code of two (2).  A student who is attending school at least
        four hours every day is eligible for full-day ADA funding.  These students are coded with an eligibility code of one (1).

        If a student is not scheduled for at least 4 hours of instruction each school day, (s)he cannot be coded as eligibility one
        (1).  For example, a student who has at least four hours of instruction Monday through Thursday, but who has less than
        four hours of instruction on Fridays can only be carried as an eligibility code two (2) because (s)he is not scheduled for at
        least four hours of instruction each instructional day.  This same test would be applied to determine a student’s
        eligibility for half- day ADA funding.

        A student must be enrolled for at least two hours of instruction to be considered in membership for one half day, and
        for at least four hours of instruction to be considered in membership for one full day.

        OUT OF DISTRICT TRANSFER STUDENTS

        The three (3) code is used to indicate a nonresident (out-of-district transfer student of a GISD staff member) who is
        allowed to enter a district school and will receive at least four hours of instruction each school day; and, who is eligible
        for full-day ADA funding.
        The six (6) code is used to indicate a nonresident (out-of-district transfer student of a GISD staff member) who is allowed
        to enter to a district school and will receive at least two hours of instruction each school day; and, who is eligible for
        half-day ADA funding.

        STATE ATTENDANCE AUDIT QUERIES

        The School Financial Audits Division of the Texas Education Agency has developed an automated query system for
        reviewing school district attendance data submitted through the PEIMS reporting system.  By state auditors reviewing
        individual data queries, they can identify potential problem areas with a district’s attendance data.  The desktop audit
        can target specific areas of reporting and reveal non-compliance with reporting standards.  Should auditors choose, they
        may scrutinize local district documentation on each student identified in the query so as to justify the reporting of the
        student’s attendance by the district. In areas where documentation falls short of validating eligibility for funds received,
        a forfeiture of those funds will be requested by the state agency.

        ATTENDANCE REQUIREMENTS FOR EARLY RELEASE DAYS

        •All K-12 students must receive at least 4 hours of instruction on early release or late arrival days.

        •All Pre-K students must receive at least 2 hours of instruction on early release days.
