together with teachers to devise the plan. Parents should be included in approving the plan and pledging their support
to carry it through. Students and administrators should sign and date the plan; for younger students, parent and
administrator should sign and date it. When requirements are completed, the Principal’s Plan document should be
uploaded into the student’s portfolio record.
If a student does not complete his principal’s plan, he must appeal to the attendance committee in order to receive
credit. Appeals may only be made for courses in which the student earned a passing grade. The appeal form is found on
the Intranet (Departments , Student Services, Attendance, 90%, Petition to Appeal.)
STUDENTS BELOW 75% ATTENDANCE
If students drop below 75% attendance, they must make an appeal to the attendance committee in order to receive
credit. They should already have a principal’s plan in place, and it should be considered in the appeal. This form is the
same one referred to in the paragraph above.
CAMPUS ATTENDANCE COMMITTEE
Denial of credit for violation of the attendance rule requirement is subject to campus attendance committee review. An
attendance committee may award class credit if it finds the absences are due to extenuating circumstance. The
attendance committee responsibilities are acknowledged in board policy FEC (Local).
Appeals to the campus attendance committee should be made on the form provided for that purpose found on the
intranet under Departments/ Student Services / Attendance / 90% / Petition to Appeal.
If students have “extenuating circumstances,” they may make an appeal to the attendance committee without
completing the Principal’s Plan. “Extenuating Circumstances” generally refer to special situations like medical issues. If a
student’s appeal to the campus attendance committee is unsuccessful, the student may appeal to the district through
the district’s Student Relations Department.
It should be noted that the intention of the 90% rule is not to retain students solely because of attendance percentage.
Retention decisions should be made according to district policy and considering all factors and the best interests of the
student.
NINETY PERCENT RULE EXCEPTION
The ninety percent attendance law is not intended to penalize migrant or transfer students for not attending a class
before the student was enrolled when there are substantiated reasons out of the control of the student as to why the
student could not have attended the class before her/his enrollment. The school’s attendance committee shall consider
facts presented by the student or her/his parent/guardian in reaching a determination as to whether or not the student
could have attended class prior to her/his actual enrollment date.
VOE (Verification of Enrollment) for DPS (Department of Public Safety)
Ninety-percent attendance is also required of a student in order to receive her/his driver’s license. Students are
required to furnish to driver education schools and the DPS driver’s license office a certificate that attests to the
student’s compliance with the ninety-percent attendance rule in each class. A student must obtain the certificate
(completed form) from the school where the student completed her/his last full semester of school.
