The Privatization of Public Enterprises and Learned Lessons: The Turkish Experience

Abstract
The Turkish economy had witnessed poor performance during the late decades of last
century. Privatization was among the policies adopted to rebalance the economy. Yet, the
privatization policies have been called for by Bretton Woods institutions as a method for
economic reform. Turkey has embarked on a privatization program since mid-1980s. The
economy has turned to be one of the best performing among emerging ones. As such various
interests and cycles have associated the good performance of the economy with the
privatization program, not only that but Turkey’s economic performance has turned to be
a model of success. This study contemplates the Turkish experience in privatization, and
probes any sort of relationship between the privatization program and the good economic
performance after it. The results show that the process of privatization in Turkey has been
implemented with due management; that the economic performance in the post-
privatization period can be described as buoyant. However, the study cannot support the
existence of a relationship between the privatization program and the good economic
performance, thereafter. For, the results defies that.
