Abstract

Since The privatization is a major step in the process of economic transformation in all
developed and developing countries alike. The present research aims at identifying the
privatization experience of Saudi Arabia and identifying the reasons underlying the
interesting of the five-years development plans in the Kingdom for such programs at an
early stage. The research followed the analytical descriptive approach and the quantitative
approach also to determine the implementation of the privatization policy in the Kingdom
in alleviating the Saudi budget deficit which worsened in the last years of this century.
The theoretical study in Saudi Arabia case showed that the policy of privatization in Saudi
Arabia was not the result of pressure from the international financial institutions, but
rather awareness of the need to increase the share of the private sector, expand its
contribution to the national economy and enable it to play its role in investment and
financing according to development plans. A model for the Cointegration of the relationship
between privatization and balance of the general budget in the Kingdom during the period
(1977-2016) was found to be acceptable to the hypothesis that the implementation of the
privatization program in the Kingdom has a positive effect on alleviating Saudi budget
deficit. This due to the careful study of projects before privatization on the one hand and
partial allocation and gradual implementation steps on the other hand.
