Article XII
BYLAW CHANGES

Section 1 – Changes to the NJCAA Bylaws shall be made in accordance with the following procedure:
A. Bylaw changes may be presented at any monthly Board of Regents meeting.
B. Proposed changes may be submitted by Board of Regents member, Eligibility Committee, National Office, Regional Directors, duly
elected Presidential Advisory Council representative and or sports committees.
C. Member Institution Proposals: Member colleges may not submit proposals directly but may submit proposals to their region for
approval. Once they have their region’s support, my majority vote in the region, the proposal may be submitted to the Board of
Regents via their region’s Board representative.
D. Proposals which are submitted and deal with student-athlete eligibility or compliance will be directed to the Eligibility Committee prior
to being presented to the Board of Regents.
E. Proposals submitted to the Board of Regents for consideration may be:
a. Discussed, or
b. Voted on
c. If voted on and approved, may be enacted immediately or with a delayed implementation.
F. Bylaws require a majority vote to pass.
G. Bylaws can be voted on or tabled until the next meeting of the BOR.
