Appendix A: Outcome Data
The goal of the statewide asthma plan is - Reduce the burden of asthma in Indiana. The three
primary indicators that will be used to measure progress toward the goal are:
1) Reduce the asthma-related emergency department visit rate.
2) Reduce the asthma-related hospitalization rate.
3) Increase the percent of Hoosiers with well-controlled asthma.
In October 2015 the coding for hospital discharge data was updated from the International
Classification of Disease (ICD) -9 to ICD-10. The change makes it impossible at this point to
compare the data prior to 2015 with the data after 2015. ISDH and InJAC will continue monitor
the data as they receive national guidance on ways to measure change over time comparing ICD-
9 to ICD-10 data.

of uncontrolled asthma. The
discharge data included below
for emergency department
and inpatient discharge show
the trends between 2011
and 2014. The emergency
department discharge rate
increased from 467.7 to 490.5
between 2011 and 2014.
