Open Space and Mountain Parks
Critical Incidents
Open Space and Mountain Parks (OSMP) rangers encounter various types of hazards on a daily
basis to include, but not limited to, apprehending law violators, interactions with psychologically or
chemically impaired persons, wildlife encounters, adverse environmental conditions, adverse traffic
conditions, and wildland fires.
Critical Incidents Policy
Whenever rangers’ actions result in the death or serious bodily injury to a person, the OSMP
Department will cooperate with investigating agencies to ensure fair, impartial, timely, and
comprehensive investigations are conducted to preserve public trust in the department and its
members. On-duty supervisors and rangers must be primarily concerned with medical treatment for
those involved, preserving the scene, and notifying appropriate staff and investigative agencies.
Definitions
Ranger-involved critical incident: Includes discharging a firearm during an enforcement action in
the line of duty whether or not a person is injured, defensive tactics that result in death or serious
bodily injury to a person, and death or serious bodily injury to a person as a result of other
enforcement actions, including traffic incidents.
On-duty operations supervisor: On-duty operations supervisor or his/her designee; on-duty lead
ranger, on-duty senior ranger, or possibly the ranger services supervisor.
Investigative agency(s): The agency or agencies with jurisdiction over the geographic areas where
rangers’ actions result in critical incidents, bearing in mind those OSMP rangers conduct operations
in several different geographic jurisdictions. Police agencies with jurisdiction on or surrounding
OMSP properties include Boulder Police Department (BPD), Boulder County Sheriff’s Office
(BCSO), Colorado State Patrol (CSP), Colorado Parks and Wildlife (CPW), Jefferson County
