C.1.0 STAFFING ARRANGEMENT
The staffing arrangements for controlling the industrial activity with the name
of the person responsible for safety on the site and the names of those who
are authorized to set emergency procedures in motion and to inform outside
authorities
This section describes the staffing arrangements for controlling the industrial activity
at KT1 & KT2 WTP. Emphasis is on the accountability for decisions, which affect the
assigned tasks and the arrangements for appointing competent personnel
substitutes in the absence of the key personnel.
All levels of employees of the KT1 & KT2 WTP are required to demonstrate
commitment towards OSH issues, in particular, commitment to creating and
sustaining a culture that supports the effective functioning of the company's safety
management system.
C.1.1 Organization Structure
There are six business units or divisions operating at the main office of RSAJ in
Larkin, Johor Bahru:
• Quality Assurance;
• Customer services;
• Operations;
• Capital Projects;
• Central Services; and
• Business Development.
The Operations Division is involved in the operation of water treatment plants and
booster pump houses. The division has four departments namely Production, Water
Quality, Networks and Meter Workshop.
The Production Department has direct responsibility for the safe operation of water
treatment plants. Its other functions are the management of dams, reservoirs,
pumping stations and mechanical / electrical maintenance. Each water treatment
plant has its own organization structure with different manning levels depending on
the size and complexity of operations.
RSAJ has assembled a team of management and technical personnel who have
experience in the operations of water treatment and chlorination plants. The
operations team are recruited and trained at various water treatment plants of the
group. The RSAJ organization chart is detailed in Figure C.1.1a.
