Franchisee Self-Build Process
NSC Approval Support provided by DPG team to compile key information prior to presentation of site at the
New Store Committee meeting.
Cost Sheet Approval DPG Site Acquisitions Surveyor to present cost sheet to franchisee for authorisation. Franchisee
agreement of fee expenditure required prior to any instructions being raised.
Instructions Upon receipt of franchisee cost approval, DPG Project Manager to instruct the following
services on behalf of the franchisee as required:
- Solicitors
- Architects
- Planning Consultants
- Building Control Approved Inspector
- Structural Engineer
- Party Wall Surveyor
- Asbestos Surveyor
- Energy Consultant (EPC report)
Under the ‘CDM Regulations 2015’, the franchisee is deemed to be the ‘Client’ for all self-build
new store and re-fit projects. The Client has a number of legal duties, including the duty to
appoint a Principal Designer and a Principal Contractor. For further HSE guidance, click here.
DPG will recommend a ‘Principal Designer’ from their approved consultant framework who
must be appointed in writing by the franchisee. To enable the Principal Designer to undertake
and comply with their duties fully they must be appointed at the earliest opportunity. All
available pre construction information should be issued to the Principal Designer for review
at this stage. Please refer to the roles and responsibilities section of this document for further
details.

Following receipt of measured survey / developer’s drawings and issue of preliminary layout,
DPG Project Manager to liaise with Franchisee, Architect, Principal Designer, Structural Engineer
On Site Briefing Meeting (where applicable) and Principal Contractor (where known) to arrange attendance. Layout
plans, position of plant / compressors, shop front / signage details, interior specification,
planning strategy and budget costs to be discussed and agreed.
Preliminary layout to be updated by Architect following OSBM and re-issued for final approval
Prelim Layout Approval by franchisee, DPG operations and design review panel. Design freeze required prior to
progressing to next stage.
DPG appointed Architects and Project Manger will work with the appointed Planning
Change of Use Consultants to manage Change of Use application(s) where required.
- Planning Application
Extent of application will include position of all plant / compressors, installation of new shop
front (where applicable) and any associated external alterations such as changes to windows
/ doors.
Legals Lease exchange by DPG Site Acquisitions Surveyors / Solicitors, subject to planning.
Change of Use - Planning Planning consultant to circulate copy of LPA approval and advise design team of any
Consent conditions which require action to discharge
Shop-fit Information DPG appointed architects to prepare shop-fit drawings suitable for tender, Building Control
submission and construction issue.
DPG appointed Structural Engineer to provide design details and supporting calculations
(where applicable) for the same.
DPG appointed architects to collate relevant information from all parties; then prepare, submit
Discharge of Conditions and monitor application to discharge condition(s) as required.
